齁,這個問題齁,
你的核心理念跟我有共鳴,也就是:
人總是會有臨時停車的需求的
先別看到臨停就急著討伐,聽我慢慢說。
道路的用途,就是提供人往來各地,
不管是人、狗、滑板車、腳踏車、機車、汽車、學長都是運用道路南來北往,
但到了定點總是會有停車的需求,
因為您終究要下車的,
所以這時候就需要有停車場這種東西的誕生,
但是台灣都市規劃不成功,或者說車輛成長幅度太快,
常常停車場需求不足,
所以政府才會允許在道路上允許的地段停車。
這些是前提,
我認為停車場和路邊停車要有不同的供給導向,
承上所述,是因為停車場的供給量不足,
不得已的情況下才開放路邊給民眾停車,
(運輸管理的邏輯是這樣,但政府規劃不一定是這樣)
那既然是這樣,路邊車位應該要較鼓勵臨時停車的人去停,
(所謂臨時停車就是指,下去買個外帶,五分鐘以內就好的)
而不是讓長期停車(例如停滿整個上班時間)的,去佔據路邊的空間,
因為以目前的狀況來看,臨時停車確實有他的需求在,
為了5分鐘以內的外帶,我要花20分鐘停車到停車場走過去,
完全做得到的人真的應該給鼓勵,
但做不到而違停的人身為管理者的角度應該想辦法在安全的情況下幫他們解套,
因為我們的目的是讓交通更好、更順暢、更安全,
以現行的執法能力和停車規劃,沒辦法對違停做有效處理,
所以可以用更好的方式去疏導臨時停車的需求。
可行的方法:
地方政府可訂定路邊停車格停車規範,
規定費率的計算方式要依附近1公里內的停車場的最低價錢,
在往上疊加100%,
例如附近停車場最低價是30元/hr,
路邊停車就是60元/小時,
但收這麼貴就要有個但書,
10分鐘內不收費、或者前半小時以分計費(要結合科技收費),
這樣要停一整天或幾個小時的不會選擇路邊,
而臨時停路邊的會盡量快點開走,維持路邊停車的高流動率,
那在前10分鐘不收費的情況下,
用路人也比較不會選擇去停危險的紅線,
能增加道路的順暢程度以及事故成本,
唯一的缺點可能就是市府的路邊停車收入會減少,
但這就是柯市府需要去檢討KPI的地方了。
*補充
筆者常觀察到的現象是:
紅線也有分高危險區跟較低危險區,
但違停仔常常就是以自己方便為主,
直接停在轉角中心點,
明明旁邊幾步路就有直的紅線可以停,
為什麼會有這樣的現象?
因為就是沒有差異化嘛,
違停仔只會想說:
幹我都要違停了,我當然找最近的阿
像車版半聖人仔就會想:
幹,沒車位好停只好停紅線,停個比較不會擋到人的紅線好了
反正說這麼多停紅線就是危險拉,
希望政府能夠思考看看去活化路邊停車格的運用,
看有沒有辦法引導人去合法用路。
