依道路交通管理處罰條例第三條第一項對於道路定義是：指公路、街道、
巷衖、廣場、騎樓走廊或其他供眾通行之地方。
像路邊的中油或台塑等加油站，按上述定義應該是其他供眾通行之地方，
若是逆向進入加油站或在加油站和他車擦撞，員警是否有權舉發違規或加油站
內擦撞是否屬法令上定義的交通事故？
