「區間測速」設置以來,爭議不斷,近期更爆出區間測速儀器疑似使用到中國製產品,恐
引發資安疑慮。為此,交通部長林佳龍今上午開會拍板決議,強調廠商若無法證明產地非
中國、並切結零組件非中國製者,須先下架;交通部所轄建置地點須在2個月內委託第三
公正單位成立驗證小組,通過驗證前暫停使用。
此外,即日起不再補助設置區間測速,並將會同地方政府檢討設置路段是否合適及優先順
序。
實際上,區間測速設置以來,屢屢引發爭議,包括外界質疑沒有減少事故,反而造成壅塞
,缺乏標檢局建立國家標準檢定及驗證方式,導致各縣市紛紛停用,日前更爆出儀器疑似
使用到中國製產品。
與會官員轉述,林佳龍連日來在交通部內部群組及會議中,針對外界對區間測速的道安及
資安質疑,要求公路總局、道安會、路政司等相關單位說明,但各單位經多日仍未釐清疑
慮,林佳龍因此親自召集政次王國材及相關單位會商。
交通部官員轉述,林佳龍在會中指示,取締違規涉及政府行使公權力、以及與人民權利義
務的關係,資安上不容有疑慮,必須從嚴認定;道安方面,區間測速雖能遏止超速,但實
務上能否確實降低事故,例如駕駛在行車時是否會分心看儀表板而沒在看路、或因緊張反
而易肇事,仍待商榷;此外,部分路段的速限是否合理,亦有檢討空間。
交通部官員表示,林佳龍在會中拍板,第一,為確保我國交通資料安全無虞,要求各建置
廠商簽立切結書,證明區間測速設備軟硬體設備主要零組件無中國大陸廠牌及不當資訊收
集或傳送功能;第二,要求設置廠商提供設備海關報關單、出廠證明及設備型號,如產地
為中國,設備即先下架。
第三,針對設備之零組件產地及組裝地、或「洗產地」的資安疑慮、委託第三公正單位(
如標檢局、工研院、中科院或台灣資通標準協會等)委託成立驗證小組,交通部所屬機關
建置區間測速地點,在2個月內完成設備軟硬體查證工作,在驗證小組完成驗證作業前,
設備暫停使用。地方政府如有驗證需求,可進一步洽談協助及合作。
第四,交通部近年由道安經費受理縣市政府申請補助建置區間測速,考量區間測速執法仍
屬警政單位權責,為回歸警政單位本於權責或協助各縣市自籌經費建置,未來地方設置區
間測速之需求,交通部即刻起不再補助。
第五,對於民眾質疑部分省道山區路段全線採分區段設置區間測速,恐影響民眾行車權益
,考量區間測速設備之建置路段、測速區間等,屬地方警察單位職權,交通部將會同內政
部洽商地方政府,建議路段選擇(肇事熱點或最危險區間)及實施的優先順序宜再檢討。
