國道危險駕駛卻錄不到車牌 - 汽車

想問一下，晚上國道遇到危險駕駛，但行車記錄器錄不到車牌，這樣是不是就沒辦法檢舉了？
印象中是白色altis，車牌是R開頭，
內線跨3車道切到22嶺口上交流道的加速車道，然後走國10路肩，從路肩超車，神盾gps當事時速接近100，對方貼超近高速超車，當時嚇一跳，超怕出車禍
時間地點：
4/4晚上20：40~20：50之間，在國十西向燕巢系統交流道前1.9公里處
