充電設備這個議題我們社區也討論了兩年
分享下最近在區權會上所通過各方都可接受的解法
結論:
1.做法:充電設備的供電迴路完全獨立於現行供電架構外
台電增設專屬線路與變電箱
地下室各層設置新的電車公用電表
有需要的住戶再由該電表加裝分戶電表並拉線至各自車位
社區劃出一個區域加裝這些專用電表
線槽/充電設備裝法也都統一規範
2.經費:管理基金預支架設充電車供電網的經費
之後要安裝充電樁的車主再回撥一筆費用給管理基金
累計回撥總額超過建置費的部分則就專門用於管理維護充電設施
難點:
第一年不通過的原因不外乎兩個
a. 安全性/社區整體用電
常見說法是直接從自家電表拉線即解
但我們社區請台電評估後並非如此
=分戶電表之上每個樓層/每幾戶還有個總開關
其流量小於每戶各自電表總量的加總
若每戶都使用到接近該戶電表容量的上限
在各自電表跳掉前,該開關就會先跳掉
而就算過了每層那關
當電車增加/未來有更大的充電功率
社區現行整體供電設計也未必能負擔
原始供電設計並無假設每一戶用電同時都高負載

b. 錢誰出?/公平性
各種安全性以及規畫問題
以我們社區來說都是有解,但要全解成本就高$$
同時也一定會有住戶表示不需要充電設備
雖說台北市政府目前有補助
但以全區規劃來說那個金額杯水車薪
(100戶以下社區10萬)
而若採用綠/智慧建築改良方案申請
補助款較高但非常麻煩
sol:即前述,最後區權會幾乎是全票通過
1.充電樁供電迴路完全獨立並統一請專業廠商配合台電規劃
2.可見的自償率:確定有一定安裝基數+足夠的安裝回撥款
(統計已經買+將要買的住戶,第一年約可回補一半預支款)
回到法案本身:
從這兩年社區處理充電議題的過程看
比起強制開放住戶安裝,個人認為"規劃"更加重要
尤其原本無規劃充電設施的大樓
沒有前期"面"的規劃,只以"點"的方式做開放
輕則各自為政,不美觀
重則影響到其他住戶以至整體社區的權益
後續所付出的成本可能更高
至於較新的社區大樓
雖說多半都有預留充電設備空間
但供電迴路設計完善與否其實也相當/更重要
(ex:在全電動車的狀況下能負載多少充電功率
而這也牽涉到未來充電設備的升級空間)
