疑涉柴油造假 德國檢方對賓士展開調查 - Audi

德國「時代週報」Die Zeit的報導，因為柴油引擎排放造假疑雲，
德國大城「斯圖加」的檢方開始對賓士多名涉案員工展開調查。

一名賓士員工向斯圖加官員供稱，賓士柴油引擎的廢氣排放可能有造假，
藉以騙過排氣檢驗。

「斯圖加」檢方發言人Jan Holzner證實，他們正在調查多名賓士員工，
因為這些員工可能涉嫌「詐欺」以及「廣告不實」。不過他拒絕進一步評論相關細節。

賓士發言人回應說，「針對斯圖加檢方啟動調查一事，賓士對此毫無所悉。」

但檢方啟動調查消息一出，賓士股價隨即下跌。

Jan Holzner, a spokesman for the Stuttgart prosecutors, said Daimler
employees are being probed for possible fraud and false advertising but
declined to comment on the details.

Joerg Howe, a spokesman for the Stuttgart-based manufacturer, said Daimler
isn’t aware that prosecutors are investigating employees.


◇德國三地檢方 兵分多路 打擊不法

目前德國有三個城市的檢方，正在兵分多路，各自調查VW, Audi, 賓士, Bosch的柴油
造假案。他們要揪出不法人士，將這些車界敗類繩之以法。

1. 德國Braunschweig市的檢方正在調查VW柴油造假案，先前他們已經傳訊VAG福斯集團
前董事長Ferdinand Piech。

當時Piech向檢方供稱，福斯集團最高董監會，裡面有多名董事成員早就知道自家柴油
引擎有造假。

Piech的證詞也戳破VAG前CEO及其他多位高層人士的謊言，2015年爆發造假案後，
VAG聲稱柴油造假案，這些高層事先並不知情。

2. 德國「慕尼黑」檢方在上星期無預警突襲搜索Audi，同時間也搜索VAG所僱用的
Jones Day律師事務所，針對詐欺案搜索相關事證。

為此，福斯集團氣炸了，並揚言可能要對慕尼黑檢方提告。

VAG說，如果慕尼黑檢方有在Jones Day律師事務所找到VAG的新罪證，
他們可能會提起「證據無效之訴」，如果他們認為檢方在搜索過程中有違反法律之處的話
。

3. 德國「斯圖加」原本就在調查Bosch涉嫌參與柴油造假案的罪證。

現在斯圖加檢方再接再勵，對賓士展開調查。

German prosecutors in three cities are now targeting German automakers
over diesel-emission issues. Officials in Braunschweig have been investigating
Volkswagen employees for almost two years amid the world’s biggest automotive
scandal. Munich prosecutors last week raided offices of Volkswagen's Audi unit
and also opened a fraud probe into the luxury brand.

Stuttgart prosecutors have been investigating since December 2015 whether
employees at auto supplier Robert Bosch GmbHparticipated in the manipulations.
The Daimler probe is their second case over the issue.

Volkswagen was not happy to hear that investigators raided the offices of
the law firm it hired for an internal review.

If the investigators did find incriminating evidence in their search,
but lacked the proper warrants and approvals, the German conglomerate could
have a shot of dismissing the evidence in court.


◇賓士柴油引擎的廢氣排放問題

去年初TNO「荷蘭應用科學研究院」這個半官方的研究機構發現，賓士有幾款柴油引擎
在低氣溫的環境下，會自動關閉EGR污染防治裝置，使得NOx排放量大增，
造成嚴重的空氣污染。

「天氣熱，還沒事；天氣冷，就破功」

在氣溫低於10度時，某些賓士柴油引擎的廢氣，最嚴重的會超過歐盟標準的40倍，
也就是美國排放標準的65倍。

◇德國「斯圖加」的空氣污染嚴重超標

賓士總部所在地，德國「斯圖加」的空氣污染很嚴重，它是全德國NOx污染情況最嚴重的
城市之一。

因為空氣污染嚴重超標，市民苦不堪言，今年1月，德國「斯圖加」市長Fritz Kuhn
還被兩位市民告上法院，理由是市長失職，空氣污染嚴重，傷害民眾身體健康並導致死亡
。
Jallow and her neighbour Peter Erben.....lodged a criminal complaint on
23 January against the city's mayor, Fritz Kuhn

The complaint accuses the officials on two counts:
bodily injury with death as a consequence (due to air pollution),
and lack of assistance.


「斯圖加」空氣中PM10懸浮微粒污染嚴重超標，空氣品質專家，斯圖加大學系主任
Ulrich Vogt博士認為「柴油車廢氣、車輛的煞車和輪胎磨耗粉塵」是PM10空污的三大主因
。

"Combustion residues, mainly from diesel engines, as well as the abrasion
of brakes and tyres, are the main reasons for these high PM10 values,"
says Dr Ulrich Vogt, head of the Department of Air Quality Control at
Stuttgart University.
