TNCAP在2016-2018是車版熱門的討論議題,受到鄉民相當高的關注。
TNCAP歷經2波公民連署,遭遇交通部2次抵制,最終才在2017.10成案。
如果大家仍有印象,2017年10月,新任院長賴清德先生在林淑芬委員的質詢中,公開同
意建制TNCAP,並且,行政院也以相當高的效率,專案撥款給交通部進行後續作業。
2018年11月,現任Euro NCAP秘書長Dr. Michiel van Ratingen曾來台訪問,交通部亦公
開宣示,2020年第4季將進行TNCAP首撞,確保台灣消費者用車的基本安全。
如果依照交通部所公告的行程,目前應該是TNCAP如火如荼的籌備時期,包括硬體設施、
NCAP委員會組成等,都應該已經上了軌道,但是至今卻未聞相關進度,這是怎麼回事?
為了解相關進度,本魯曾與林淑芬委員聯繫,才知道委員早已在2020.3月間質詢過林佳
龍部長,當時部長坦承執行進度不理想,至於何時能完成呢?
部長說:「我是來要求,但我也要進一步瞭解,到底遇到的困難如何,我們全力來排除。

一個在2017年就已經成案的政策規劃,新任部長上任之後卻不知相關進度,那麼,問題
究竟是事務官體系壓案沒有上呈,或是部長認為,見到大車讓三步,當個聰明的用路人
就夠了,至於會揭開國產車安全性秘密的NCAP制度,能緩則緩,能拖則拖?
事實上,除了林淑芬委員,一位被政壇耽誤的歌手_高嘉瑜委員也曾在5月28日對交通部
提出質詢,這回,部長指定路政司陳文端司長回答。
高委員當時直球對決,詢問TNCAP何時可以上路?
陳司長說:「原則上,第一個車型試出來應該要到 112 年。 」(立院公報)
各位看官,一個在106年10月就已撥款至少4億執行經費的案子,居然要一路順延到112年
才能上路,這到底是什麼樣的行政效率?
又有誰可以保證,112年之後會不會再次順延?一拖再拖的真正原因是什麼?車商壓力?
官僚怠惰?或者以上皆是?
過去幾年在大家的努力下,許多車款都已陸續將「看得見」的安全配備補足,這代表光
是倡議TNCAP的呼聲,就足以讓車廠感到壓力。所謂補足的意思是,歐美日中的標準配備
,在台灣曾經是個遙不可及的目標。台灣的消費者真是卑微。
到底是為什麼,一個對消費者有益,同時能提升消費者對國產車產業信任的實車撞擊,
要歷經交通部兩次否決,加上毫無誠信的延宕,交通部就是不想積極的完成?
9月開議了,在美豬美牛之外,拜請林淑芬委員、高嘉瑜委員,時代力量的邱顯智委員,
幫我們問問,TNCAP究竟是怎麼一回事,這不僅是實車撞擊,更代表政府施政的誠信與效
率。當然,更重要的是,要有風向,火才點得起來。也請諸位車版先進,提供火力支援
給這少數幾位鳳毛麟角,願意關注此議題的委員,讓他們的質詢更有力道。
最後,也要呼籲林佳龍部長,看到選民請讓三步,當個聰明的交通部長。
