為什MO大樓的78毛狗屎蛋事情會這MO多
首先
先看法規
法規名稱: 電業法
第 33 條
用戶用電容量、建築物總樓地板面積或樓層,達一定基準者,應於其建築
基地或建築物內設置適當之配電場所及通道,無償提供予輸配電業裝設供
電設備;其未設置者,輸配電業得拒絕供電。
前項一定基準與配電場所及通道之設置方式、要件、施工程序、安全措施
及其他相關事項之辦法,由中央主管機關會同中央建築主管機關定之。
法規名稱: 用戶配電場所設置及管理辦法
第 3 條
有下列情形之一者,用戶應於建築基地或建築物內設置適當之配電場所及
通道,無償提供輸配電業作為裝設供電設備之用;未設置者,輸配電業得
拒絕供電:
二、輸配電業公告實施地下配電地區新設建築物總樓地板面積在二千平方
公尺以上者,或新設建築物在六樓以上且其總樓地板面積在一千平方
公尺以上。
三、非公告實施地下配電區域,新設建築物在六樓以上總樓地板面積在二
千平方公尺以上、都市計畫土地分區使用之工業區(用地)內之建築
物總樓地板面積在二千平方公尺以上、或應開發單位(或用戶)要求
或政府指定必須地下配電。

簡單來說因應法規
大樓地下室要設置受電/配電/變電室
供該大樓用戶/住戶使用
配電室內擺放的就是變壓器
將高壓電(11.4或22.8KV)變成低壓
供應給大樓的用戶用電和公共用電使用
有分大公電的變電箱
小公電的變電箱
還有一般用戶用電的變電箱
然後經過受電箱(通常位置在配電室外牆)
受電箱為責任分界點
往前由台電維護(含受電箱)
往後由大樓自行維護
再經由機電公司(高等水電)配線至電表箱
而電表箱之後的線路(經由管道間)
再到拉到各戶的總盤
所以基本上你看不到明管配線
一般住宅大樓不管484住商混合
原則上都會有三相的用電
而台電供應的三相電源則有兩類
第一種是三相三線220V
另一種是三相四線220/380V
不管三相三線或者四線
基本上
在大樓內的大公設(消防、機械停車etc)
小公設(如電梯)都是需要用到三相電源的
單相電源根本無法將大馬力的馬達啟動(如消防幫浦)
而一般住戶則是一般的單相三線110/220V
某些大樓型的豪宅也會選擇以三相用電
回到爭議問題本身
為什MO在大樓家中的總開關是75A
但卻不代表你能夠100%完整用到75A呢
我跟你說

我他媽的怎MO會知道
去問你家大樓建商喇
因為台電是根據申請資料去生出變電箱的
申請資料誰給的
不就是你家大樓建商嗎
你有看過透天住戶在煩惱變電箱容量問題嗎
0..完全沒有
因為變電箱容量不足使用or跳電時
台電就會規劃升級容量or再長一葛粗乃
雖然大樓也會是差不多的做法
但問題是..
變電箱在大樓地下配電室啊
如果配電室空間設計太剛好那就掰惹
配電室擴建得重新申請執照
包含防火區規劃變更還要技師簽證
更重要的是$$$$$$$$$$$$$$$$$$$$$$$
啊建商為什MO不一次到位呢
從受電箱的配線到電表箱
再電表箱及其配線到各戶的總盤
這些都是成本
配電室太大還會影響到車位數量
簡單來說還不就是$$$的問題
有人會說總開關75A的斷路器也是錢啊
拜託那成本根本小巫見大巫
更何況一堆人都不懂電
只看得懂自家總開關..喔喔是75A啊
吃公共用電
又會面臨到另外一葛議題 契約容量
特別是俗稱的大公電最常看到
契約容量有基本費/月租費
而一般用戶的電力大多是用表燈計價
大樓契約容量用電
超約10%以下按2倍計收基本電費
(即原基本電費加計1倍)
超約超過10%按3倍計收基本電費
(即原基本電費加計2倍)
用電量低一樣要繳基本費
所以很多大樓住戶
反而還希望能降低公電契約容量
啊你要全體住戶無償
跟你電車充電分擔那高額的基本費or超約費
