我覺得這問題不能只是看政策、貨車、執法,還得看環境的部分。
台北市多數路段已經有規劃貨車卸貨用停車格,而多數有安排停車位的商辦也有卸貨區。
但台北市還是有許多都更程度不高、老舊的區域,其街道狹隘、停車格不多也無法規劃卸貨用停車格,更慘的是這些地區多半也是住商混合地區,一樓店面林立,想必也有超商、超市,這時後物流只能冒險停紅線,快點把東西送完就走。
說真的,誰喜歡那種被驅趕、被罰錢的風險?能好好停車、下貨,誰願意造成別人困擾?
因為工作關係,常跟物流的大哥們聊天,每天跑車累的不是距離,而是找地方停車、下貨、擔心受怕。
台北都是這樣了,何況非都市地區。
當離開台北,人行道變成機車停放區、攤商、盆栽展示區,誰還會想到物流體系的需要?
大家都愛家裡附近有間便利商店,但便利商店最重要的就是物流系統,畸形的街道利用和建案規劃,根本沒啥人考量到這塊。
真的要開罰這些物流系統,行啊。罰金最終也只是轉嫁回消費者身上,如果物流業不爽做,看看物價會怎麼漲吧。
