簡單白話文意思就是

這些被准許unlap的lapped cars只要過leader

Clerk of course可以依據場上安全與否來決定是否要多帶一圈

Clerk of course就是stewards/Race director


所以一旦他認定安全性沒問題

他把SC叫進去並沒有衝突48.12的這一段

因為這條但書是"除非是必要的，SC才要多帶一圈"

但是這個但書並沒有成立，因為Masi判定這些車先去繞圈不會影響比賽安全

所以SC直接in


結論是48.12的解釋完全合乎規則
